Virtual and In-person hearings available

The Metropolitan Washington Airports Authority is conducting two public hearings, one virtual and one in-person, to inform the public and solicit comments about proposed amendments to regulations that would, effective January 1, 2023, (i) increase the toll rates for use of the Dulles Toll Road (DTR) and (ii) authorize collection of administrative fees to recover costs incurred by the Airports Authority to invoice toll road customers who use the pay-by-plate (license plate imaging) toll payment option.

Public comments will be accepted from July 11 through August 10, 2022. In addition to seeking comments on the proposed amendments, the Airports Authority is inviting comments on the following: 

(1) Environmental Sustainability Initiatives. Converting to all-electronic toll collection, for example, will reduce harmful emissions from vehicles idling at toll plazas. Are there other potential environmental initiatives related to the operation or maintenance of the Dulles Toll Road that should be explored?   

(2) DTR Customer Incentives. Would offering toll credits or other financial incentives be an effective way to encourage Dulles Toll Road customers to carpool or travel during off-peak hours?

  • Virtual Public Hearing – Tuesday, July 12, 2022 – 7:00 pm to 8:30 pm

The virtual public hearing will begin with a presentation on the transition to all-electronic tolling on the Dulles Toll Road and payment options for customers who do not use E-ZPass as their toll payment method. A second presentation will describe the toll rate setting process for the Dulles Toll Road. Information will also be provided on DTR operations, capital improvements in the Dulles Corridor funded with toll revenue, and the financing and construction of the Dulles Corridor Metrorail Project.

  • In-Person Public Hearing – Monday, July 18, 2022 – 6:30 pm to 8:30 pm

There will be no formal presentation, but the information provided in the virtual public hearing will be available for discussion in an open house format. Attendees will be able to visit several information stations to learn about the proposed regulatory amendments, the Dulles Toll Road and the Dulles Corridor Metrorail project. Attendees will be able to provide written comments or provide comments to an official meeting stenographer.
