Toll Road Lanes

The Dulles Toll Road operates four vehicle lanes eastbound and four lanes westbound.  During rush hour periods, the left lane is restricted to High Occupancy Vehicles. The tolls due per vehicle are the same for all lanes, regardless of HOV vehicle status.

HOV Lanes on the Toll Road

During weekday, rush hour periods, HOV-2 (2 or more people per vehicle) restrictions are in effect for the left travel lane of the Dulles Toll Road. Due to new federal law, effective September 30, 2019, hybrid vehicles are no longer exempt and will not be able to use HOV lanes without the required number of occupants. This new law applies to hybrid vehicles, even those with the Clean Fuel vehicle license plates. 

Motorcycles and other alternative fuel vehicles with Clean Fuel vehicle license plates, as designated by IRS Code Section 30D(d)(1), remain exempt from HOV restrictions in Virginia, allowing single-passenger vehicles of those types to use the lanes as well. The HOV lanes may also be used by vehicles where there is a left-exit to the Airport Access Highway.

Violating HOV lane restrictions can result in a citation and fine.

  • Eastbound: Monday - Friday 6:30 to 9:00 AM
  • Westbound Monday - Friday 4:00 to 6:30 PM
